First Public Notice of the Environmental Impact Assessment for the 21,010-ton Resin, Diluent, and Additive Project Supporting the 50,000-ton High-End Coatings Facility of Xinlihua (Tianjin) Coating Co., Ltd.

1. Explanation
Xinlihua (Tianjin) Coating Co., Ltd. (hereinafter referred to as the “Project Developer”) intends to commission CNOOC Tianjin Chemical Research and Design Institute Co., Ltd. to conduct an environmental impact assessment for the “Xinlihua (Tianjin) Coating Co., Ltd. Project: 21,010 tons of resins, thinners, and additives supporting 50,000 tons of high-end coatings.” In accordance with relevant national and municipal regulations, this is the first public information release.
Xinlihua (Tianjin) Coating Co., Ltd. and CNOOC Tianjin Chemical Research and Design Institute Co., Ltd. assume responsibility for the accuracy of the information currently disclosed. As implementation progresses and environmental impact assessment activities advance, the relevant information will be updated or adjusted accordingly.
2. Project Overview
(1) Project Name: Wuxianhua (Tianjin) Coating Co., Ltd. – 21,010-ton Resin, Diluent, and Additive Project Supporting a 50,000-ton High-End Coatings Facility
(2) Project Location: South of Fugang Road and east of Huagang West Street, Nangang Industrial Zone, Tianjin Economic-Technological Development Area.
(3) Project Scope: The project will construct one resin production workshop, one coating production workshop, three warehouses, one tank farm, one boiler house, one utility building, and one integrated office building, along with ancillary facilities such as a circulating water pool for batching, a wastewater treatment station, an exhaust gas treatment system, a fire‑fighting water tank, and pools for initial rainwater and accident‑related wastewater. Upon completion, the facility will have an annual production capacity of 20,000 tons of alkyd resins, waterborne alkyd resins, acrylic resins, amino resins, polyurethane resins, and other products. Of this output, approximately 2,000 tons will be sold directly, while 18,000 tons will be used internally for the production of various coatings. Additionally, the plant will produce 50,000 tons per year of solvent‑based and waterborne coatings, as well as 1,010 tons per year of thinners and additives, all of which will be sold directly.
